Good article, but budget cuts aren't the problem. You could give the IRS an infinite amount of money and they still wouldn't fix it. I'll bet if we look at the 17% cut cited, it was a 17% cut in the expected increase over some number of years. And even if not, the IRS, like every government agency, enjoyed large and increasing budgets for decades and still didn't fix it.
