France has made it illegal for web sites to securely store passwords. Instead, web site operaters must store passwords “in the clear” – meaning in a form that authorities can use to access customer data.

They want it to be easy to spy on their own citizens. Oddly the US does something similar. They regulate exportation of cryptology containing technology. So every time we release a new software package we have to get export classification numbers and declare the cryptology used. I think they US doesn't require in the clear everything because the various agencies have the ability to intercept and decrypt pretty much anything anyway.
